Airport property is located within a Tax Increment District (TIF) and a Rivers Edge Redevelopment Zone (RERZ). Both government programs are administered by the City of Rockford Department of Community Development and each offers substantial support for private redevelopment projects.
Global TradePark TIF District
Airport property is located within a tax increment financing district (through June 2027) offering assistance for development costs using funds generated by incremental increased tax revenues within the approved area. These benefits may come in the form of an annual reimbursement of a portion of the increment ("pay as you go method") or the issuance of bonds at the beginning of a project ("up front method"). City Contact: Rob Lamb (815) 967-6729; Robert.Lamb@rockfordil.gov.
RERZ
Rivers Edge Redevelopment Zone, like an Enterprise Zone, provides a variety of benefits to reward job creation/retention, private-public partnerships, new investment and industrial growth. One key incentive is the sales tax exemption (8.25%) on construction materials used for new construction or rehabilitation projects within the district. Others include: Investment Tax Credit, Jobs Tax Credit, Dividend Income Deduction and Interest Income Deduction. City Contact: Jovita Donahue (815) 987-5632; Jovita.Donahue@rockfordil.gov.
